MEMORANDUM OF UNDERSTANDING

BETWEEN

THE MINISTRY OF HEALTH OF THE

SLOVAK REPUBLIC

AND

THE MINISTRY OF HEALTH OF THE

REPUBLIC OF HUNGARY

ON COOPERATION IN THE FIGHT AGAINST CANCER

FOR THE PERIOD 2008 - 2010

The Ministry of Health of the Slovak Republic and the Ministry of Health of the Republic of Hungary (hereinafter referred to as the “Parties”), guided by the willingness to promote their friendly relations and further develop fruitful cooperation between their respective countries in the health sector, to join efforts in meeting challenges of the high prevalence  of malignant tumours in their countries and develop cooperation in the field of the prevention, diagnosis and treatment of cancer, have reached the following agreement:

Article 1

The Parties intend to enhance and expand cooperative efforts in the prevention, diagnosis, treatment and research of cancer according to the following general principles:

All activities are to be conducted on the basis of equality, reciprocity and mutual benefits.

Joint activities, where possible, are expected to be in line with, or be supportive of the activities of

-          the European Union,

-          intergovernmental organisations, with special emphasis on the World Health Organization.

Article 2

The Parties plan to provide for an expansion  of cooperation across a broad range of issues of mutual interest, among others addressing common problems in the areas of:

1. Organised cancer screening programmes 

-          organisation of public health screening programmes, administrative capacities;

-          types of organised screening: mammography, cervix screening, model colorectal screening;

-          information system (data base, registration, follow-up);

-          screening, diagnostic and therapeutic capacity;

-          communication;

-          legislative background;

-          quality assurance (cost-effectiveness, indicators);

-          monitoring (cancer registry).

2. Healthy nutrition and cancer prevention

-          intensive population-wide dissemination of information, with emphasis on  children and adolescents; experiences with the healthy school buffet;

-          inter-sectorial cooperation;

-          population-wide programmes to decrease the regular consumption of salt, salty food and other risk factors;

-          joint actions for the implementation of the second Action Plan on Food and Nutrition Policy of the World Health Organisation;

-          joint activities for monitoring the implementation and results of actions.

3. Co-operation among institutes of oncology

-          post-graduate training programmes;

-          treatment protocols;

-          secondary prevention;

-          consultations on national cancer control programmes;

-          clinical research.

Article 3

The methods of cooperation provided for in this Memorandum include, but are not limited to:

-          organization of joint workshops;

-          exchange of experts and delegations;

-          information sharing;

-          joint scientific programs and research projects;

-          cross-border cooperation.

Article 4

The parties promote the direct cooperation of their relevant institutions, especially their:

-          public health institutions,

-          centres of oncology.

Article 5

          All expenses of visits under this Memorandum of Understanding will be covered by the sending Party.  

Article 6

This Memorandum of Understanding enters into force on the date of its signature by the two Parties and will be valid until 31 December 2010.
